The Potential Cost of PROTECT IP – A2IM’s Take

Earlier this week, the CBO (Congressional Budget Office) reported that the taxpayer cost to the Senate version of PROTECT IP which would block access to rogue website IP addresses that are contributing to copyright theft, could be as much as $47 million.  This, of course, set the blogosphere ablaze with comments by the anti-copyright advocates.

In order to help our members put this CBO report in its proper context, A2IM will spotlight a quote from the U.S. Chamber of Commerce statement that reads, “Given that America’s IP-intensive industries employ more than 19 million Americans and generate nearly $7.7 trillion in gross output, should Congress decide to provide more resources to the Justice Department, it will be a small price to pay to save American jobs and protect American consumers.”

Additionally, the CBO itself in its report noted the bill “would not affect direct spending or revenues” and “would not affect the budgets of state, local, or tribal governments”.  The bill does not direct the government to spend money.  Given that the PRO-IP Act of 2008 authorized Congress the funding for an additional 51 FBI agents dedicated to fighting copyright infringement and intellectual property theft, in fact, it’s entirely possible that PROTECT IP won’t cost U.S. taxpayers anything extra at all.

In short, at little to zero cost to the American taxpayer, PROTECT IP will provide the U.S. Justice Department valuable and new authority to tackle rogue, foreign based websites that they currently cannot.  This combined with the voluntary Copyright Alert Program announced in July will result in improved creator copyright protection which A2IM applauds.
